Attached for approval is the FY 2019 Cities Readiness Initiative (CRI) grant application renewal for the one year grant period 7/1/2018-6/30/2019 in the amount of $128,650. The County match required for this funding is $12,859 and will be met by using existing Collin County staff members’ salary and fringe in addition to Medical Reserve Corps (MRC) volunteer hours. Due to the grant application deadline being 2/6/18, the application was submitted to DSHS in a timely manner and needs approval. CRI grant funds are additional Public Health Emergency Preparedness (PHEP) funds awarded to jurisdictions that fall within a Metropolitan Statistical Area (MSA), and focus primarily on medical countermeasures dispensing, medical material management and distribution, and supporting capabilities. Since Collin County is part of the Dallas/Fort Worth MSA, we are eligible for the additional CRI grant funds. The grant funds ensure the ability of Collin County to receive and dispense medical countermeasures to the public in the event of a large scale public health emergency by utilizing the CDC’s Strategic National Stockpile (SNS) assets. SNS assets can be requested during a public health emergency or disaster once local and state resources have been depleted. Collin County Health Care Services (CCHCS) plans to use the allocated CRI state funds towards the salaries of two Public Health Emergency Preparedness (PHEP) staff members (CRI Coordinator and MRC Coordinator). Other program costs such as mileage, travel for training, and grant program and other supplies are included in the budget for review.

Cities Readiness Initiative (CRI) FY2019 Grant in the amount of $128,650 in state funds with a required in-kind match of $12,858 from existing county personnel and MRC volunteer hours. The total budget, including in-kind match, is $141,508. Grant funding consist of personnel and benefits as well as training and travel, supplies, and cell phones. Grant period is July 1, 2018 through June 30, 2019.

The purpose of the grant is to Ensure ability to receive and dispense medical countermeasures as demonstrated through assessment by the Strategic National Stockpile (SNS)/Cities Readiness Initiative (CRI) programs. Federal funds in the amount of $128,650 with a required in-kind match of $12,858. The grant period is from 7/1/2018 through 6/30/2019.
