Department Action
In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted that first Storm Water Management Plan and Notice of Intent (NOI) to the Texas Commission on Environmental Quality (TCEQ) on February 11, 2008. 

In June 2014, we submitted our Program Renewal to TCEQ or Phase II, which extends our permit for another 5 years.

The fourth year of the Phase II program is from January 1, 2017 to December 31, 2017. The Engineering department staff has been monitoring the Program activities with the help of other county departments.

County Engineering staff has negotiated with Jacobs Engineering, a fee of $22,035, which includes: 
1) Preparing the Phase II, year four (4) 2018 report
2) Review and update the County Spill Prevention Control and Counter measure Plans (SPCC)
3) Review and Update the Storm Water Pollution Prevention Plan (SWPPP) template that Public works currently uses for their construction projects
4) Prepare any notice of changes to the TCEQ
5) Coordination with County Staff.

The Year four report will be brought back to court for approval and subsequent submittal to TCEQ.

ACTION:
We request approval of the contract amendment #11 with Jacobs Engineering for Phase II, year four (4) support services of the Collin County Storm Water Program and allow the Engineering department to coordinate with the consultant to complete the Phase II, Year four (4) report and related activities.
Purchasing Department Action
Request Commissioners Court consideration and any action regarding approval of contract amendment No. 11 with Jacobs Engineering Group, Inc. for Phase II, year four (4) support services of the Collin County Storm Water Program, AGR 12179-08, for the amount of $22,035.00, and also allow the Engineering department to coordinate with the consultant to complete the Phase II, Year four (4) report and related activities. Further authorize the Purchasing Agent to execute the contract amendment. md
