The District Clerk would like to request a FY'24 budget amendment to be processed by the budget department.

HR and/or IT Action

Human Resources compiled survey data specifically for Passport Clerk positions. Market data indicates that a Passport Clerk position should be placed at a pay grade 531 in the current 2024 Collin County Compensation Plan. Pay range 531 ranges from a minimum of $38,468 to a maximum of $53,856.

Budget Department Action

Request to establish a FY 2024 budget for the Passport Office. Total amount requested by the District Clerk’s Office for FY 2024 is $422,259 which includes personnel, training and travel, M&O, one-times, and PIP requests. HR recommends a job title/grade different than what was requested. Total FY 2024 request with HR recommended title/grade is $407,843. No funding budgeted in General Fund or Permanent Improvement fund for FY 2024. Per Construction and Projects, estimated timeline from day one of construction to completion of remodel could be 6-8 months if approved to be done before other adopted FY 2024 projects have been completed. Permanent Improvement request was submitted for FY 2025 budget. Cost details for FY 2024 and FY 2025 attached. Budget amendment to be processed upon Court’s approval.
