Attached for approval is the FY2025 Inter-Local Application and approved budget for DSHS TB – State funds for the one-year grant period 09/01/2024 – 08/31/2025. The FY25 award is level-funding totaling $299,747.00 to support our county’s TB prevention and control activities. The county match required for the funding is $59,949.00 and will be met by using existing employee personnel salaries. Due to the grant application deadline being 01/22/2024, the application was submitted to DSHS in a timely manner and needs approval.
Collin County Health Care Services (CCHCS) engages in reducing the spread of TB, which is a communicable disease spread through the air. TB state funds assist local health departments in accomplishing activities to prevent and eliminate TB in our communities.
This is a routine grant renewal with staff funded by a combination of grant and Collin County funds. Grant funding is primarily used for staff salary and fringe benefits to maximize utilization of these funds. Collin County funds the remainder of salary and fringe benefits as well as items such as cell phone service plans, internet hotspot service plans, training, travel, office supplies, uniforms, software, equipment replacements as needed, and other items necessary to perform job duties. It is estimated that Training, Travel, and Maintenance & Operations items combined cost approximately $5550 for the staff on this grant, which have been budgeted in Health Care Services’ current department budget. Computer, cell phone, and other electronic item replacements for the positions on this grant have historically been performed by Collin County IT on schedule with the rest of the department and will continue to do so.
CCHCS requests approval of this grant’s renewal application and the use of existing Health Care department funds to support the personnel on this grant. Health Care funds will be used for staff travel, trainings, and supplies to continue to meet program objectives.

Grant application is for three (3) existing positions (201273, 00300110, 00300111) partially funded at 40%, two(2) existing positions (201780 and 00300467) partially funded at 35%, and one (1) existing position (00300589) funded at 100%. No increases to headcount. County match is from one(1) existing county position (201275) partially funded at 49%. The total amount budgeted is sufficient to cover the estimated cost of salary and fringe based on a calculation of one (1) month at no increase and eleven (11) months at an 8% increase.
