Department Action
Attached for approval is a contract amendment from the Department of State Health Services (DSHS) related to state funds used for tuberculosis (TB) prevention and control.  DSHS recently issued a memo indicating the current TB State contract would be extended an additional year. The current contract began on 9/1/2015, was due to end on 8/31/2016, and will now be extended through 8/31/2017.  Consequently, our county was requested to submit a budget for the additional funding to cover the extended contract period of one year in the amount of $152,828.00.  The County match as required by the contract amendment is $30,566 and will be met by using existing employee salary and fringe benefits.  At this time, DSHS is only requesting a budget amendment as the inter-local application (ILA) is not yet available.  The State TB contract has been renewed continuously for several years, and the amendment reflects level funding for the upcoming fiscal year. 

TB is a communicable disease caused by Mycobacterium tuberculosis.  TB is spread from person to person through the air.  When a person with pulmonary or laryngeal TB coughs, sneezes, speaks, or sings, droplet nuclei containing M. tuberculosis are expelled into the air.  Depending on the environment, these tiny particles (1-5microns in diameter) can remain suspended in the air for several hours.  If another person inhales air containing droplet nuclei, transmission may occur.
 
Texas is ranked second in the top five leading U.S. States by number of TB cases.  Collin County has outpaced Texas and the nation in population growth over the last 36 years and the demands for TB services in Collin County remain constant.  In order to keep up with those demands and to continue to fulfill our assigned public health role, we will use this money to continue to fund TB staffing, purchase  medical supplies for TB patients, travel for home visits, and meet other TB clinic needs.

Request Collin County Health Care Board of Trustees consideration and any action regarding approval of a contract amendment to the Department of State Health Services (DSHS) Grant for Tuberculosis Prevention and Control. The amendment is to extend the expiration date from August 31, 2016 to August 31, 2017, with a required County match of $30,566. jd

FY 2017 TB State Grant funding in the amount of $152,828 with an in kind County match of $30,566 from existing personnel. Total program funding is $183,394. Grant includes personnel, training, medical and office supplies, translation services as well as a contract Pharmacist. Grant period is September 1, 2015 through August 31, 2017.

Funding level is the same as FY 2016.

Contract amendment has been reviewed by the grant review committee as per attached. Amendment in the amount of $152,828 in state funds with a county match of $30,566. Grant extended through 08/31/2017.
