I respectfully submit to Commissioners’ Court my recommendation to select Option Three and reduce our commissions, in order to comply with the spirit of the court ruling. The basis of the court ruling was that consumers were being over charged for services for higher commissions. If we select option one my concern is that we are placing the burden back onto the consumer.

Purchasing Department Action

Request Commissioners' Court consideration and any action regarding approval of Amendment No. 4 to Inmate Telephone Contract, RFP No. 03191-12 with Securus Technologies, Inc. to keep the commission rate the same at 81.1% but reduce the monthly commissions by $11,158 each month and authorize Purchasing Agent to execute same. sh

The FCC has updated the rules for inmate telephone service that eliminate most of the fees that the Inmate Service Providers can charge. The new rules go into effect on June 20, 2016 for County Jails.
