Attached for approval is the FY2017 renewal application for DSHS IDCU/SUR funds for the grant period 9/1/2015-8/31/2017. DSHS recently issued an email to our staff members indicating the current IDCU/SUR contract would be extended an additional year with level funding. Due to the grant application deadline being 5/23/2016, the application was submitted to DSHS in a timely manner and needs ratification. The current contract 2016-003785-00 began on 9/1/2015, was due to end on 8/31/2016, and will now be extended through 8/31/2017.  Consequently, our county was requested to submit a budget for the additional funding to cover the extended contract period of one year in the amount of $78,475. The purpose of the IDCU/SUR funds is to support efforts by local health departments in addressing public health issues, specifically the surveillance and epidemiology activities associated with foodborne and waterborne illnesses such as Salmonellosis, E. coli, Campylobacteriosis, Cryptosporidiosis, and Cyclosporiasis. Collin County Health Care Services (CCHCS) plans to use the DSHS funds primarily towards the salary and fringe benefits of an existing Epidemiologist. Due to the current salary and fringe costs themselves exceeding the total grant funding amount, approximately 6% of the salary and fringe (approximately $5,000) will need to be paid through the Healthcare personnel budget. The Epidemiologist is responsible for the investigation, data entry, and electronic reporting to DSHS of foodborne and waterborne illnesses as required in the Texas Administrative Code § 97.3 for Collin County. By maintaining our epidemiology and surveillance capacity, CCHCS is striving to reduce the spread of foodborne and waterborne illnesses in our community.

Ratification of Board President's prior approval of amendment to extend FY2017 IDCU/SUR Program Grant Funds through the Texas Department of State Health Services. Providing surveillance and epidemiology activities associated with foodborne and waterborne illnesses. Grant term is September 1, 2015 through August 31, 2017.  No County match is required. jd

Budget Department Action
Amendment to extend the current Foodborne Illness Program Grant. Funding will remain the same at $78,475 to fund an Epidemiologist salary and benefits as well as training and travel, statistical software, office supplies, cell phone service, and reference materials. . No County match is required, however depending on PFP increases and insurance costs for FY2017, the funding for the Epidemiologist will not cover all of the salary and benefits a well as the additional items. Department has budgeted $74,051 for the Epidemiologist in the grant and the current salary and benefits for FY 2016 totals $76,806. Department is anticipating supplementing $4,728 from the Healthcare budget for the Epidemiologist.
