Department Action
 The members of the Court are well aware of the intensity of business development that is occurring in the Legacy West section of Plano. While this development is located in Plano, it is evident that it provides employment for citizens literally throughout Collin County and significant tax revenue to the County. The Director of Engineering participated in a study a few years ago to determine what can be done to plan for the resulting traffic congestion. There are physical improvements that were identified that will be part of the solution. But it became clear that an essential element is the participating entities working together to manage the traffic (coordinated differential working shifts, ride sharing, management of parking garages, service driven transportation, etc.). This requires what is known as a transportation management association (TMA). This is an organization in which the participating entities plan and agree on strategies and actions that can only be effective if implemented by the entities in coordination with each other.
Such an organization requires a partnership between the private and public sectors. As an example, I have been encouraging the RTC for a few years now to study an elevated “people-mover” system in Legacy West. That is really the only way that circulation will be possible.
The City of Plano has taken the lead in the development of the TMA and it is called LegacyConnect. Attached are several pieces of information that explain the concept in a more detailed way. You will see in the literature that the City originally proposed that the public agency membership be $40,000. However, I indicated to the City that I could only support $20,000 per year. The TMA agrees to allow the County to provide $20,000 plus Transportation Development Credits (TDCs) for the remainder of the $40,000. I have been able to secure the $20,000 in TDCs. I propose that the County pay this membership fee for two years, and then the County evaluate the effectiveness of the organization to determine future contributions. Therefore, also attached is an invoice from LegacyConnect. I view the County’s financial participation similarly to participation in a major project more than just a membership. In the same way, the RTC has provided $700,000 per year for two years to help get the TMA at an independent operating level. It is my opinion that this area desperately needs an elevated “people-mover” to provide circulation within the development. Without such a system, the mobility will be gridlocked. Being a part of the TMA gives the County the opportunity to influence the planning and implementation of the TMA and the City of Plano.

 
It is recommended that the Commissioners Court take several actions:
 
  1. Approve becoming a member of the LegacyConnect transportation management association,
  2. Approve contributing $20,000 plus $20,000 in Transportation Development Credits per year for two years as membership dues, with the potential of continued membership after two years after the effectiveness of the organization is analyzed,
  3. Designate Commissioner Duncan Webb as the County’s representative to the Board of Directors of LegacyConnect,
  4. Request the Auditor make payment immediately, in response to the attached invoice and in time for the first meeting of the LegacyConnect Board of Directors on June 20.
