Department Action
On January 24, 2019, TCEQ re-issued the Phase II Municipal Separate Storm Sewer Systems (MS4s) Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000. This permit requires regulated governmental entities to develop, implement and enforce a Storm Water Management Program (SWMP) to reduce the discharge of pollutants in storm water to the “maximum extent practicable” in the urbanized areas of the regulated entity.
 
This is the third 5-year term since the program started on August 13, 2007. Jacobs Engineering
has prepared the NOI and SWMP that will cover the years from 2019-2023. Jacobs, in coordination with the Collin County Engineering staff, and based on County stakeholders input, created a program that implements Best Management Practices (BMPs) that best fit Collin County’s needs. A full list of BMPs can be found in the attached SWMP document.
 
ACTION:
We request Commissioners Court approve the submittal of Collin County’s Notice of Intent  (NOI) and Storm Water Management Plan (SWMP) application to the Texas Commission on Environmental Quality (TCEQ) for the Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TX040000.
