Department Action

The Collin County Information Technology department request approval and funding in the amount of $1,622,466 for the replacement of End of Life equipment in FY 2019. There were three projects requested for the 2020 budget that go End of Life at the end of December and due to the time required to collect bids and install equipment Information Technology is requesting these be approved and funding provided in FY 2019 to start the replacement projects instead of waiting until October. Below is a summary of what is being replaced as well as justification.

EOL-EOS Blade – Classis Replacement ($1,100,000):
The EOL-EOS blade chassis replacement consist of three IBM blade center chassis and the 42 blades, currently house the primary datacenter virtual environment. This portion of our environment contains 271 virtual servers that run almost all applications and file servers. These servers are the front end of the county website, PeopleSoft, Munis, Odyssey, Exchange, and several other applications. The IBM HS23XM blades are going to be end of support on 12-31-19. The end of support on these will make this portion of our environment out of CJIS security compliance. We are currently running VMWare ESXi 5.5 on these blades; IBM has discontinued building software update releases for the current ESXi 5.5. In addition, VMWare no longer supports the ESXi 5.5 software version. Since it is no longer supported, it will not receive improved functionality and security updated on these systems.

EOL-EOS Firewall Replacements ($491,466):
The EOL-EOS firewall replacement consist of seven firewalls on the Collin County network that are at end of life for support and maintenance. This includes four firewalls at the main datacenter (courthouse), two at homeland security, and one at 911 dispatch. Based on CJIS security policy this does not meet requirements for transmitting criminal justice data. Replacement funding requested is $491,466.

EOL SQL Cluster Node 3 Replacement ($31,000):
Node 3 of the existing Enterprise SQL Server cluster is an IBM x3690, model 7147-AC1, which is going end of service life on December 31, 2019. Node 3 needs to be replaced due to (1) it's upcoming withdrawal from support by IBM, (2) the need for supported equipment to meet CJIS requirements, and (3) industry best practice for Windows clusters to consist of at least three nodes to support fail-over services.

We are requesting to replace this equipment to stay CJIS compliant and to maintain improved functionality and security updates.

Purchasing Department Action

No action by Purchasing at this time. If approved, a formal solicitation for each project will be required and purchasing will need to receive prioritization for projects currently in progress or already scheduled in order to move forward.

Budget Department Action

Funds available in the amount of $1,622,466 for the replacement of End Of Life Equipment that was requested in the FY 2020 Budget. Due to the equipment going End Of Life in December 2019 the Budget Office Recommends funding these replacements in FY 2019 instead of waiting until FY 2020. All three replacement projects would have been recommended in FY 2020. Budget Adjustment is attached. General Fund (0001).
