Department Action
The Engineering Department submitted a list of projects to be included in the 2019 Bond Sale to Commissioners Court in December 2018 (Court Order # 2018-1089-12-17).  One of the projects on this approved list was the development of Plans, Specifications and Estimates (PS&E) for design of a 9 mile section of service road for the Collin County Outer Loop between U.S. Highway 75 and F.M. Highway 2478 (Custer Road). A budget estimate of $2,915,295 was included for this design work.
 
BGE, Inc. has prepared schematic design plans for this 9 mile section of the Outer Loop.  Their work included preparation of right-of-way parcels, development of typical sections and profiles for both main lanes and service roads.  The design work also included existing and future major cross streets, intersection configurations, ramping, bridge layouts and the location of drainage structures.
 
With this work, BGE demonstrated the ability to provide all services needed for a project of this nature.  Their development of schematic plans for this section of the project provides them with design data, knowledge and very recent familiarity with this specific section of the CCOL.  As such, the Engineering Department has determined that BGE is the best qualified firm to provide design services for the service road connection between U.S. Highway 75 and F.M. Highway No. 2478.
 
Authorization is requested to enter into scope/fee negotiations with BGE, Inc. for design services for the above referenced section of service road and we will be available to answer any questions you might have regarding this matter.

Request Commissioners' Court consideration and any action regarding approval to begin negotiations with Brown & Gay Engineers, Inc., for a scope and fee for the Plans, Specifications and Estimates (PS&E) for the Collin County Outer Loop, Segment 3, from FM 2478 to US Highway 75. Brown & Gay Engineers, Inc. was previously selected by CCTRA Resolution No. 2016-3022-07-19 to provide preliminary engineering, alignment refinement, ROW mapping, and a detailed design schematic for the same section. MD
