Department Action
 Collin County currently has an MOU and Trail Management Plan with the USACE regarding Trinity Trail located on the west side of Lavon Lake.  The existing trail, which is maintained by the Trinity Trail Preservation Association (TTPA) is generally located between Old Stacy Road and East Fork Park.
 
The City of Lucas would like to enter into a MOU with the USACE and Collin County whereby Lucas would take over responsibility for the development, operation and maintenance of any portion of trail located on USACE property that is located within the City of Lucas or their ETJ. 
 
Collin County would continue to have responsibility for the development, operation and maintenance of any portion of trail located on USACE property that is located outside the City of Lucas or their ETJ. 
 
This MOU would replace the existing MOU we have with the USACE and TTPA will continue to provide trail maintenance on behalf of both the City and County.
 
Additionally, the USACE is requesting that the existing Trinity Trail Management Plan be revised to include the City of Lucas.
 
If approved, Judge Hill’s execution of both the MOU and Management Plan is requested and we will be available to answer any questions you might have regarding this matter.
 
Purchasing Department Action
Request Commissioners' Court consideration and any action regarding approval of a memorandum of understanding (MOU) between the Department of Defense US Army Corps of Engineers Lavon Lake Office, Collin County, and the City of Lucas concerning the development and operation of a mulit-use trail on the western side of Lavon Lake. Further, authorize the County Judge to execute same. MD
