This is to request authorization to apply for the State Criminal Alien Assistance Program (SCAAP) FY2017. SCAAP provides federal payments to states and localities that incurred correctional officer salary costs for incarcerating undocumented criminal aliens with at least one felony or two misdemeanor convictions for violations of state or local law, and incarcerated for at least 4 consecutive days during the reporting period of July 1, 2015 through June 30, 2016.

Request to apply has been reviewed by the grant review committee as per attached. The grant is for state funds and the period is for 10/1/17 through 9/30/18. The amount is yet to be determined by the data submitted. SCAAP provides federal payments to states and local jurisdictions that incurred correctional officer salary costs for incarcerating undocumented criminal aliens with at least one felony or two misdemeanor convictions and are incarcerated for at least four days during the reporting period. Funding is calculated using a formula that provides a relative share of funding to jurisdictions that apply and is based on the number of eligible criminal aliens, as determined by the US Department of Homeland Security. SCAAP funding is restricted to correctional purposes only.
