Upon review of data provided to them by Halff, the USACE has determined that a formal EA document will not be required. By not having to prepare a formal EA the need and effort required to address other federal agency comments is also eliminated. Stonehollow Homes LLC, owner and developer of McKinney Meadows Phase IV requests Commissioners Court consider approval of the attached Final Plat. LOCATION AND SIZE Located off CR 1218 and FM 1827; see location map attached. This phase consists of twenty-seven (27) lots ranging from 1.00 acre to 5.394 acres. Not all lots front on an existing county road; therefore road construction is required. ROADS, UTILITIES AND DRAINAGE The owner has submitted constructions plans and final plat for review. The plans show adequate road cross-sections and drainage patterns within the subdivision. On-site sewage facilities are suitable for this subdivision. Water will be supplied to the subdivision by Altoga Water Supply Corporation. The 100-year flood plain does encroach upon the subdivision and is clearly marked on the plat. One World Estate, LLC (Lijuan Jing), owner and developer of Lake Vista Estates, a Manufactured Housing Rental Community, requests Commissioners Court consider approval of the Infrastructure Development Plan (IDP). LOCATION AND SIZE The manufactured home rental community is located at the SE corner of FM 982 and CR 442, and does not lie within any cities ETJ; see location map attached. The manufactured housing rental community consists of 9.003 total acres, divided into twenty (20) lots. The lot sizes range from 5440 sq. ft. to 8389 sq. ft. ROADS, UTILITIES AND DRAINAGE The owner has submitted an IDP for review. The Drainage plan has been reviewed and approved. A concrete access drive is required for the community. The drive will be constructed to Collin County Standards. On-site sewage systems are suitable for the development. Water will be supplied to the manufactured home rental community by Culleoka Water Supply Company. The 100-year flood plain does not encroach on the manufactured housing rental community. • We will inspect the site during the construction of the OSSF system and the access road • The county will not be maintaining the road within the development because it is a rental community. There will be no plat for filing or dedication of roads. • Anytime we receive complaints with regard to the OSSF, drainage or road infrastructure we will require the owner to correct any deficiencies. ACTION We recommend Commissioners Court approval of the Lake Vista Estate Manufactured Housing Rental Community Infrastructure Development Plan.

Sergeant Michael Lake has turned in orders for the U.S. Navy Reserve resulting in leave of absence from 08/01/2016 through 07/09/2017. We are requesting that during his absence we temporarily fill this position to cover the shortfall.

Upon the return of the Sergeant who is out on military duty, the new position will be eliminated and the individual serving in that capacity will return to their former position.
