Department Action

Attached for approval is the application for federal funds through the Texas Department of State Health Services (DSHS). The grant is designated for the provision of Tuberculosis (TB) prevention and control efforts in our county. The Federal TB grant has been renewed every year for several years. DSHS recently issued a letter indicating the county’s opportunity to renew its current TB Federal contract for the total award amount of $84,572.00. The renewal contract period begins on 1/1/2023 through 12/31/2023. The County match as required by the state is $16,914.00. The match obligation will be met by using existing employee salary and fringe benefits. Due to the grant application deadline being 07/25/2022, the application was submitted to DSHS in a timely manner and needs approval.

Collin County Health Care Services (CCHCS) engages in reducing the spread of TB, which is a communicable disease spread through the air. The need for TB services in Collin County remains constant and continues to be a critical service provided by the health department. In order to keep up with those demands and to continue to fulfill our assigned public health role, we will use this grant to continue to fund TB staffing, travel for patient home visits, and meet other TB clinic needs.

I respectfully request approval of this contract renewal application.

Request Commissioners Court consideration and any action regarding approval to apply for the Department of State Health Services (DSHS) Tuberculosis (TB) grant in the amount of $84,572 with a required in-kind match of $16,914, and authorize Board President to execute same. The grant period is January 1, 2023 through December 31, 2023.

FY 2023 DSHS Federal Grant for TB in the amount of $84, 572 with match of $16,914 met with existing employee salaries and benefits. Grant application for two (2) existing positions of a RN Nurse and Medical Assistant (no increase to headcount) partially funded at 43% for salary and benefits. No change in grade or title. Grant term is January 1, 2023 through December 31, 2023. (2108)-HealthCare Grant Fund.

Budget Department Action

FY 2023 DSHS Federal Grant for TB Prevention and Control in the amount of $84, 572 with an in kind match of $16,914 to be met with existing employee salaries and benefits. Grant application for two (2) existing positions (no increase to headcount) partially funded at 43% as well as travel costs. Grade, title and salary of positions are subject to HR approval upon grant award. Grant term is January 1, 2023 through December 31, 2023. (2108)-HealthCare Grant Fund.

Auditor's Office Action

Federal grant funding for the TB program in the amount of $84,572 with a county match of $16,914 required. County match can be in-kind. Grant funds 2 positions at 43% grant funded, with the 57% being county funded. Grant period is 1/1/2023 through 12/31/2023.
