The Collin County Sheriff’s Office respectfully requests Commissioners Court consideration and any action regarding approval to award RFP 2022-368 Inmate Food Service Management Services to the best evaluated response.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval to award RFP 2022-368, Inmate Food Service Management to the best-evaluated response per attached documentation and authorize Purchasing Agent to execute the Food Services Agreement. (ha)

HR and/or IT Action

Approval of the contract to outsource food service at the Collin County Jail will eliminate nine (9) food service tech positions (pay grade 533) and one (1) food service supervisor position (pay grade (537) at the Sheriff’s Office. Six (6) of the food service tech positions and the one (1) food service supervisor position are filled, with a total current salary and fringe of $523,887.00. Three (3) positions are vacant, with a total salary and fringe of $195,831.00 at minimum of the grade. The total cost of the salaries for all of the positions being eliminated is $719,718.00. One (1) food service tech position in the Juvenile Detention department will remain since this position is still required to pick up and deliver food to juveniles and staff, bus trays, complete laundry services, and do basic cleaning and janitorial services for food service at the Juvenile Detention facility, which is not included in the contract. This position will remain in the budget at a current salary and fringe of $67,702.00. Estimated possible increases for FY2024 are not included in these totals

Budget Department Action

Award of RFP 2022-368, Inmate Food Service Management will have an impact to the FY 2024 Budget. The total impact depends on what options the Commissioners Court decides to award. See attached possible impacts for details. General Fund (0001).

Auditor's Office Action

Funds available in the General Fund (0001). The budget anticipated for FY 2024 depends upon Commissioners Court selection.
