Request Commissioners Court consideration and approval of Spurgin & Associates Architects as the most qualified Architecture firm to assist Collin County with designing the renovation of the first floor at 920 E. Park, Plano, TX for the Juvenile Probation move.
$4.1M was approved in the 2023 Bond Election for moving the Juvenile Probation office from the second floor of the Plano 900 Building to the first floor of the 920 Building. 
Spurgin & Associates Architects is the firm that the County selected through an RFQ to design a floorplan and estimate the project. Since the floorplan is approximately 20% of the total design, and Spurgin has established a working relationship with the Juvenile Department, the Construction Department believes it would be in the County’s best interests to continue this relationship with the same Architect.  Spurgin & Associates Architects has designed all of the interior remodels in the Plano Buildings since the buildings were purchased by the County in the 1990s.
The Juvenile Department has expressed a need to begin this project as soon as possible.  This project will take about 18 months to complete design and construction under an accelerated timeline. It would be very helpful to the Juvenile staff to have this project completed so they can move into the area and alleviate their current space shortage in Plano. Therefore, it is the desire of the Construction and Juvenile staff to declare Spurgin & Associates Architects as the most qualified firm to complete the design, bidding, and administration of construction for the project. 
Spurgin & Associates Architects will follow up immediately with a proposal, and we anticipate coming back to the Court very quickly with a request to approve an agreement with Spurgin.
Action Requested: It is recommended that the Commissioners Court declare Spurgin & Associates Architects, the most qualified Architecture firm to assist the County with designing this project.
 
Purchasing Department Action
Request Commissioners Court consideration and any action regarding approval to deem Spurgin & Associates Architects the most qualified firm to assist Collin County with designing the renovation of the first floor at 920 E. Park, Plano, TX for the Juvenile Probation move, on the basis of demonstrated competence and qualifications to perform the services.
Spurgin & Associates Architects is the firm that the County awarded through RFQ 2022-256 (Court Order 2022-1285-12-05), Professional Services, Architect for Small County Projects as the highest evaluated offeror. Projects included designing a floorplan and estimate for this project. Spurgin & Associates Architects has designed all of the interior remodels in the Plano Buildings since the buildings were purchased by the County in the 1990s. Spurgin & Associates Architects will follow up immediately with a proposal and estimate. ED
