Request Commissioners Court consideration and any action regarding acceptance of award for Texas Veterans Commission grant for VALOR for Texas Veteran Rehabilitation Substance Abuse Treatment Program for $213,752.31 with a County match of $71,250.79 required. Grant period is October 1, 2023 through September. 30, 2024. gz

HR and/or IT Action

Substance Abuse Treatment Facility Grant Program appears to be covering a new Detention Officer position at 551 salary grade. (Increase to headcount) Using the new min for this grade as of 10/1/2023, an estimated $85,767 would be needed to fund this position. (Previously estimated at $77,746 before adjustment to 552 pay grade) If a candidate is chosen that qualifies for 5% over min, the salary and fringe estimate will increase to $88,358.00. This is also an increase from the estimate completed at application.

Budget Department Action

Grant award in the amount of $213,752.31 with a required County in-kind match of $71,250.79. Grant application includes two (2) existing contract positions and the creation of one new position (addition to headcount by 1) at grade 551. Grades, titles, and salaries are subject to HR approval. Per HR, estimated costs of the grant positions have been updated and are now higher than originally estimated, which could result in going over grant budget. In addition to personnel, grant will cover contractual and professional services, travel and training, and other supplies and direct operating expenses. Grant period is October 1, 2023 through September 30, 2024.

Auditor's Office Action

Grant award of state funds in the amount of $213,752.31 with a required cash match of $71,250.79. Grant period is October 1, 2023 through September 30, 2024. Grant application had originally been reviewed by the grant review committee as per attached.
