Department Action

Five bids were received on November 9th for the construction of the two-lane service roads for the Outer Loop between Custer and US 75. The low bidder was RPM xConstruction, LLC (RPM) with a bid of $62,083,726.30, 13% lower than the engineer’s estimate of $71,399,179.78. One bid was within 1% of the low bid, two bids were between 8-10% of the low bid and only one bid was higher than the engineer’s estimate. This is the County’s first project with RPM as the low bidding prime contractor. Based on the information available to us, RPM understands the importance of completing the project and has the capacity to perform the work.

Actions Requested: We request Commissioners Court consideration of the bid award to RPM in the amount of $62,083,726.30 and authorize the County Judge to execute the contract.

Request Commissioners Court consideration and any action regarding approval to award IFB 2023-303, Construction, Collin County Outer Loop Segment 3C from FM 2478 to US 75, to RPM xConstruction, LLC, the lowest and best bid received in the amount of $62,083,726.30. Further, authorize the Purchasing Agent to finalize and execute the construction agreement. ED
