Request Commissioners Court consideration and any action regarding approval to apply for Office of the Governor (OAG) grant for Texas Rehab Substance Abuse program for $336,305.93 with a County match required of $109,500 (match to be met using salary of detention officers working in the VALOR pod). The grant period is October 1, 2024 through September 30, 2025. gz

HR and/or IT Action

FY 2025 Texas Veteran Rehabilitation Substance Abuse Treatment Grant in the amount of $336,305.93 in federal funds. This grant will involve five (5) current Detention Officer positions that would work exclusively with Veteran PODs overseeing inmates housed the correctional facility. Per Budget, this grant covers approximately 83% of an existing Detention Officer as well as operating expenses. County match in the amount of $109,500 is required and is 25% of 4 Detention Officers’ time as well as the remaining 17% of the Detention Officer’s salary and benefits covered by federal funds. 83% of salary and fringe for a Detention Officer position is estimated as $75,501. Grant term is October 1, 2024 through September 30, 2025.

Auditor's Office Action

Grant application has been reviewed by the grant review committee as per attached. Grant to provide substance abuse treatment, counseling, social, vocational and other skills within local correctional and detention facilities for veterans. Federal funds in the amount of $336,305.93 with a required county match in the amount of $109,500. Grant period is October 1, 2024 through September 30, 2025. Funding to pay a portion of one detention officer in the Valor pod. The match portion of the grant will be met using 25% of the salary of 4 detention officers working in the VALOR pod.
