I am requesting Commissioner Court approve advertisement of the attached Bid Packet for 2024-167 Forensic Testing of Physical Evidence.

In FY2020, Commissioners Court authorized my office to apply for the newly available District Attorney Testing of Forensic Evidence grant, from the Governor’s Criminal Justice Division. The grant assists all law enforcement agencies in Collin County who file drug cases with my office by providing funding for testing multiple drugs for high-level offenders and for testing drugs that DPS labs are unable to analyze. My office has successfully used this grant to reduce the backlog of drug cases waiting for lab analysis, expedite justice to high level offenders and rehabilitation programs for low-level offenders during the last four years. My office is in the middle of our current grant cycle and are applying for the FY2025 grant.

When we first applied for the Testing of Forensic Evidence Grant, I also requested Commissioner Court to approve a Bid Packet for Forensic Testing of Physical Evidence in order to obtain a contract with a lab that would be utilized for this testing. The contract with the lab which was awarded the bid will expire in April of this year. A new bid packet is required in order to secure a new contract with a qualified lab and continue utilizing the Testing of Forensic Evidence Grant.

The FY 2025 "District Attorney Testing of Forensic Evidence Grant" has yet to be awarded. If grant is not approved, the District Attorney will fund using the General Fund (Investigative/Trial Costs line) or their State Forfeiture Special Revenue Fund (1037). Request Commissioners Court approval of specifications for IFB NO. 2024-167.

Auditor's Office Action

Grant application for evidence testing for FY 2025 is in progress to be submitted to the State. If awarded, funding could be awarded up to the maximum amount of $179,120.
