HISTORY OF THE PROGRAM
In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering Group, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted the first Storm Water Management Plan and Notice of Intent (NOI) to the Texas Commission on Environmental Quality (TCEQ) on February 11, 2008.

In July 2019, we submitted our Third Term Program Renewal to TCEQ, which extended our permit for another 5 years (2019-2023).  

PRESENTLY
The fifth year of the most recent permit term (Term 3) was from January 1, 2023 to December 31, 2023. The Engineering department staff has monitored the 2023 activities with the help of other county departments. With the help of Jacobs, we will prepare the 2024 report that details the year 2023 activities and submit to TCEQ by March 31, 2024.
 
Total cost for the proposed engineering consultant services is $31,490.
 
The term three, year four report (2024 report for Year 2023 activities) will be brought back to court for approval and subsequent submittal to TCEQ.

ACTION:
We request that you consider approving the contract amendment #17 with Jacobs Engineering for support services of the Collin County Storm Water Program (2024 Report for the Year 2023 Program Activities).

Request Commissioners Court consideration and any action regarding approval of contract amendment No. 17 to 12179-08, Agreement, Professional Services for Development of Storm Water Management Program with Jacobs Engineering Group, Inc. for the amount of $31,490.00. The Engineering department will coordinate with the consultant to complete the 2024 Annual Report and related activities. Further, authorize the Purchasing Agent to execute the contract amendment. ED
