HISTORY OF THE PROGRAM
In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, the County developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted the first Storm Water Management Plan and Notice of Intent (NOI) to the Texas Commission on Environmental Quality (TCEQ) on February 11, 2008. In July 2019, we submitted our Third Term Program Renewal to TCEQ, which extended our permit for another 5 years (2019-2023). We have now completed our 5^th year of the third term and will need to submit a new program for Term 4 this summer.

PRESENTLY
The person at our present consulting firm that has been working with the county for the past 15 years on these programs has recently left that company to join JLA Engineering. Due to the short time frame for submittal of this new program and the unique experience that is needed to create a new program, the Engineering department is requesting that we deem LJA Engineering as the most qualified to do this work.

If approved, we will bring back a scope and fee for the term 4 Storm water Program.

ACTION:
We request authorization to deem LJA Engineering, Inc. the most qualified consultant for the Collin County Storm Water Program Permit Renewal for Term 4.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval to deem LJA Engineering, Inc. the most qualified firm to assist Collin County with consultation for the Collin County Storm Water Program Permit Renewal for Term 4. Engineering Department will work with LJA Engineering, Inc. and follow up with a proposal and estimate for future Commissioners Court consideration. ED
