Department Action

This is to request authorization to apply for the State Criminal Alien Assistance Program (SCAAP) FY2024. SCAAP provides federal payments to states and localities that incurred correctional officer salary costs for incarcerating undocumented criminal aliens with at least one felony or two misdemeanor convictions for violations of state or local law and incarcerated for at least 4 consecutive days.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval to apply for SCAAP Funding (State Criminal Alien Assistance Program) through the Bureau of Justice Assistance (BJA) Grants Management System (GMS). Grant amount will not be known until issuance of award. The reporting period used for the FY 2024 is July 1, 2022 through June 30, 2023. (ha)

Budget Department Action

FY 2024 State Criminal Alien Assistance Program to provide funding based on the number of eligible criminal aliens and is to be used for correctional purposes only. Grant amount is unknown until funding is awarded.

Auditor's Office Action

Grant application has been reviewed by the grant review committee as per attached. Federal grant funds that is based on the number of eligible criminal aliens, as determined by Department of Homeland Security (DHS). SCAAP funding is restricted for correctional purposes only. Grant amount will not be known until issuance of award.
