Department Action

It is general knowledge that Celina is growing at a record-setting pace. We have just opened the first service road of the Outer Loop in Celina between the DNT and Preston Rd. I am concerned that the traffic on this segment is going to increase so fast that it will be overloaded in just a few years. The plan for development of the Outer Loop has been to build the second service road when the first service road no longer has enough capacity for the volume of traffic using it. However, there have been no specific timeframes set to build the second service road.

It is my opinion that we should jump ahead and begin design of the second service road now instead of waiting. This segment was a special design incorporating a portion of service road, one of the ramps to the main lanes and a portion of the main lanes as it goes over the BNSF RR. This took a fair amount of deliberation between Jacobs and the Engineering Department to determine just how to configure this design. It would be more efficient to keep Jacobs on the project to prepare the construction plans for the second service road since the design was not a typical configuration. After this segment we should go through our typical RFQ process to determine who designs the subsequent segments of the second service road.

Funds are available in the 2018 bond program.

Action Requested: It is requested that the Commissioners Court designate Jacobs Engineering as the most qualified engineering company to prepare the construction plans for the second service road of the Outer Loop from the DNT to Preston and that the Engineering Department be authorized to solicit a scope and fee from Jacobs for an amendment to their contract to prepare the construction plans for this segment. The scope and fee will be brought back to the Court for approval.

*Court Order No. 2009-427-06-08 - Court selected Jacobs Engineering Group, Inc/CH2M Hill as the most qualified for the CCOL Segment 3 and to begin contract negotiations.
*CCTRA Resolution No. 2009-3024-09-14 - Authority approved engineering services agreement for the diagrammatic layout/technically preferred alignment for CCOL Segment 3.
*CCTRA Resolution No. 2013-3009-03-11 - Authority approved engineering services agreement for the schematic engineering of the CCOL from DNT to SH 289
*CCTRA Resolution No. 2015-3002-01-26 - Authority approved engineering services agreement for the final PS&E for the CCOL from DNT to SH 289.
