As you know the County has been managing the Frontier project on behalf of the Town of Prosper and the City of Celina. It has been a long journey with a lot of engineering and policy issues that had to be overcome. The construction plans are complete and all of the right-of-way has been acquired. Franchise utility companies are in the process of making the necessary relocation of their facilities.
As I explained to you in an email on July 29, the partners have concluded that this project is sensitive enough that we prefer to use an alternative method of procuring a contractor. This method, which is authorized by LGC 2269, Subchapter D, allows for a process of having contractors submit sealed proposals which are evaluated by the government entity. We would have three factors: qualifications, schedule and cost. This process allows the entity to consider more than just cost to prevent the possibility of a contractor bidding low to get the job without having the capabilities to properly execute the work. There has been considerable discussion about the percentage weight for each of these factors, as I mentioned in my previous message. Prosper is very concerned about making sure we can get a good contractor; Celina is very concerned about getting the right price for the project. As of the writing of this memo, the entities are considering 40% for qualifications, 10% for schedule and 50% for cost. This will be finalized in time for advertisement.
Based on everything we know about the status of utility relocations and the nature of the construction required for this project we are ready to advertise for these proposals. If we can start advertising on September 21, 2020, after receiving and evaluating the proposals, negotiating with the highest rated contractor and getting resolutions of agreement from the two municipalities we could award a contract and have construction started in early February.
It is requested that the Commissioners Court authorize the advertisement of competitive sealed proposals for Frontier Parkway starting September 21, 2020.
