Department Action
The Collin County juvenile detention facility is required to safely house, supervise, and rehabilitate juvenile offenders who have been lawfully detained under juvenile law. The facility must adhere to rigorous statutory requirements prescribed by Texas Administrative Codes 343, 344, and the Prison-Rape Elimination Act (PREA) which includes mandatory minimums for supervision/staffing ratios for referred youth.  Pursuant to established county policy, paid-overtime must be authorized in writing by the County Judge.  I am requesting paid-overtime for the juvenile detention operations be extended to meet the department’s minimum staffing requirements for mandatory positions as outlined in statute.  Existing funding for open-positions in the departments established budget will be used to cover the expenditure pursuant to established protocol and practice.
