Commissioners Court granted the Engineering Department staff permission to begin negotiations with Burns & McDonnell for the development of the schematic for the Collin County Outer Loop Segments 2 & 4 (from US 380 to Rockwall County Line). The tasks will include the schematic layout, traffic and safety analysis, hydrologic and hydraulic analysis, environmental studies, public involvement, stakeholder outreach and project management. The schematic layout will result in Right of Way determination.
Staff met with Burns & McDonnell to define the scope of work needed to develop the schematic layout. We have negotiated the best price of $8,100,476.35. Burns & McDonnell estimates the tasks will be completed February 2026. A portion of the funds are available; however, budget transfers from within the project will be needed to cover the remainder.
ACTION REQUESTED: It is requested that the Commissioners Court
consider approval of the attached Burns & McDonnell Engineering Services scope and fee proposal and approve the following budget transfers:
