Department Action
The 219th District Court respectfully requests Commissioners Court consideration and approval to apply for a grant through the Office of the Governor, Public Safety Office, Criminal Justice Division; Specialty Courts. If awarded, grant funding will be used for needed services as an alternative to subjecting Adults with Mental Health issue and/or with an intellectual disability to the criminal justice system. The Program will cost $409,046.20 for 1 year and does not require a county match.

HR and/or IT Action
Adult Mental Health Court Program Grant application is to cover 3 new positions, as follows:
1 new position at min of 539 grade
1 new position at midpoint of 635 grade
1 new position at min 584 grade
Total needed for salary and fringe for all 3 positions based on request at application is $312,085.00. Amount indicated for personnel on budget is sufficient. Grant period is September 1, 2022 through August 31, 2023.
Budget Department Action
Grant application for 1 new position (addition to headcount by 1) at 539 grade funded at 100% if hired at minimum of pay grade. 

Grant application for 1 new position (addition to headcount by 1) at 635 grade funded at 100% if hired at midpoint of pay grade. 

Grant application for 1 new position (addition to headcount by 1) at 584 grade funded at 100% if hired at minimum of pay grade. Grades, titles and salaries are subject to HR approval upon grant award.

In addition to personnel, grant will cover contractual and professional services, training and travel, equipment and supplies, and other operating expenses. Cost reimbursement grant in the amount of $409,046.20. State funds.
Auditor's Office Action
Grant application has been reviewed by the grant review committee as per attached. The Adult Mental Health Court Grant will assist 40 individuals with a mental illness or intellectual disability/this will be a pre-trial program.State grant funds in the amount of $409,046.20. Grant period is September 1, 2022 through August 31, 2023.
