Department Action
Collin County has sponsored the engineering for FM 2551 from FM 2514 to Main St. in Allen. The project is scheduled to let in July of this year. Utility relocations are presently underway.  
 
The City of Parker has water lines that need to be moved. The city is currently designing the relocation and is actively acquiring the needed easements. In order for the project to remain on schedule, the City of Parker has asked for the assistance of the County and TxDOT to help with the physical relocation.
 
In the interest of time, the city has asked that the County enter into the agreement with TxDOT. The City is agreeable to reallocate left over City of Parkers 2007 bond funds to fund the construction. After approval and execution of the agreement, the County will send the funds to TxDOT and TxDOT will add the water line relocation into the construction plans.
 
The city has estimated the total cost of the water line relocation to be $1,009,600.
 
Funds will come from the 2007 bond project #07-056 Chaparral Drive which is no longer needed as well as funds from the completed #07-00-64 Project.
 
ACTION:
We request Commissioners Court consider approval of the Advanced Funding Agreement with TXDOT for the relocation of City of Parker’s water lines along FM 2551 and the reallocation of $1,009,600 of funds from the City of Parker’s Bond projects.

Request Commissioners Court consideration and any action regarding approval of the Advanced Funding Agreement for Voluntary Utility Relocation Contributions on State Highway Improvement Projects with TxDOT for the relocation of City of Parker’s water lines along FM 2551 using the reallocation of $1,009,600 of funds from the City of Parker’s Bond projects. Further, authorize the County Judge to execute same. MD

Funds available in the amount of $1,009,600 for Advanced Funding Agreement for Voluntary Utility Relocation Contributions on State Highway Improvement Projects with TxDOT for the relocation of City of Parker water lines along FM 2551.   Budget Adjustment in the amount of $1,009,600 from re-allocated City of Parker 2007 Bond Projects is included to fund the agreement.  2007 Bond Funds (4212 & 4214).
