Department Action

The construction contract of Mario Sinacola and Sons Excavating Inc has been extended substantially causing an increase in the time required by Halff Associates for project inspection and general oversight of the construction. The delay in finishing the work on the project has two causes. One is that there have been two vehicle crashes that have caused extensive damage to the traffic signal controllers. The second cause is related to COVID-19 issues with the contractor (mainly one of his subcontractors).

The amount of supplement requested is $31,500.00. This amount is a 4.8% increase in the total fee of the construction management contract. By comparison, the length of the delay appears to be about 28% more time than originally planned. So the request from Halff is very reasonable.

Action Requested: Commissioners Court is requested to approve Amendment No 2 to Agr 2016-181 with Halff Associates in the amount of $31,500 for construction management services for the DNT Southbound Service Road as well as a budget amendment for this amount as follows:

Further, authorize the Purchasing Agent to execute same. MD
