Department Action

Collin County Outer Loop from Dallas North Tollway to SH 289 has been completed and a final change order is needed to reconcile the quantities that were actually used compared to those that were estimated in the original contract. Attached is a letter from our design and construction management engineering consulting firm, Jacobs Engineering, which lists the quantities that underran and overran. The net amount is a reduction of $182,394.10.

The contractor met the substantial completion time requirements of the contract by being open to traffic by October 2021. Several items were added after the road was open to the public including revisions to a median nose and additional signage. An additional inlet was needed at the intersection of Outer Loop and Preston at the contractor’s expense due to a drainage issue they created. Sod was also added at the contractor’s expense due to the inability to get seed established for several months. The Engineering staff agrees with Jacob’s recommendation of Change Order No 4 to reconcile the quantities.

Action:
It is requested that the Commissioners Court approve Change Order No. 4, reducing the Outer Loop Access Road (Limits from DNT to SH 289) contract by $182,394.10 for a new total of $18,424,895.17.

Further, authorize the Purchasing Agent to execute same. MD
