Department Action
The original proposal for the alignment of the US 380 Freeway in the Frisco/Prosper area required the relocation of a 72-inch raw water supply line owned by the City of Irving. It was determined that a change in the alignment of the proposed freeway was more cost-effective than paying to relocate the large water line. The change in alignment moved the freeway to the south so that it is totally in the City of Frisco west of Preston Road. It was determined that the City of Frisco should be reimbursed $30,000,000 for the loss of economic development resulting from an additional large area of land in the City being used for the freeway instead of being developable land.
 
In 2020, the Master Plan for the McKinney National Airport indicated an extension of the runway 1500 feet to the south of the current runway. It was determined that this extension would prevent locating a Spur 399 freeway along the south and the east sides of the Airport. Extending the runway 1000 feet to the north and only 500 feet to the south was a more costly option than to the south because a large amount of fill would have to be placed due to the extreme slope on the north down to the East Fork of the Trinity River. It was determined that it was cost-effective to provide $30,000,000 to the City of McKinney to extend the runway 1000 feet to the north because this would allow the construction of the Spur 399 freeway along the south and east sides of the Airport.
 
Since both of these actions improved the feasibility of the US 380 and Spur 399 freeways, the Regional Transportation Council (RTC) approved the payment of $30M to the City of Frisco and $30M to the City of McKinney from the funds that had been allocated for the construction of these freeways in the RTC’s Ten-Year Plan. This approval was based on Collin County replacing the $60M used from the US 380/Spur 399 allocations. The funds for replacing the $60M are available from not spending the allocation of $115M for relocating the large water supply line in the Frisco/Prosper area.
 
REQUESTED ACTION: It is requested that the Commissioners Court approve the reimbursement of $60,000,000 to the Regional Transportation Council for its expenditure to improve the cost-effectiveness of the US 380 and Spur 399 freeways. The funds are available in account RI18013-4027-750300013-809683
