Department Action
The Information Technology Department is requesting the Commissioners Court's approval for the State and Local Cybersecurity Grant Program (SLGCP) application through the Office of the Governor. The grant request is for $1,042,835.74, with the county matching funds of $115,870.63 for $1,158,706.37 to be spent responding to the escalating challenges of Collin County's outdated end-of-life and at-capacity backup infrastructure. This grant project proposes the development of a robust, scalable, and secure data backup solution that embodies federal best practices for data redundancy and security. The matching funds will be pulled from existing projects with unused money in them.
 
Central to this transformation is the adoption of cloud-based cyber-monitored storage solutions, offering scalable, off-site data protection that is air-gapped and resistant to local disruptions. By integrating cloud services, we will provide the geographical diversification and enhanced accessibility necessary for a robust disaster recovery strategy.
 
This will be a multi-year solution where the SLGCP funding will cover the first year's costs minus the matching funds, and the county will reapply on a yearly basis for SLGCP funding until the grant runs out. In the case where SLGCP funding is denied, the county will pick up the annual subscription/maintenance costs, estimated to be between $620,000 and $750,000.

This request, submitted on Executive Session, is part of our cyber-security process and should not be made known to any attacker attempting to breach the network.

Request Commissioners Court consideration and any action regarding approval to apply for the State and Local Cybersecurity grant in the amount of $1,042,835.74 with County match of $115,870.63. The grant period is September 1, 2024 through August  31, 2025. gz

Budget Department Action
FY 2025 State and Local Cybersecurity Grant Program in the amount of $1,042,835.74 in federal funds. Cash match of 10% or ($115,870.63) is required. Grant match to come from project savings and a budget adjustment will be needed at the time of award. Any project savings shortfall will need to come from IT’s budget. Grant will impact future maintenance costs and county will be required to maintain all equipment purchased.
Auditor's Office Action
Grant application has been reviewed by the grant review committee as per attached. Grant to purchase computer equipment, software, and supplies for cybersecurity. Grant period is September 1, 2024 through August 31, 2025. Grant funds in the amount of $1,042,835.74 with a required cash match of $115,870.63.
