Information

Department Action

A grade separated overpass across the KCS Railroad will be required as part of construction for the Park Blvd. Project. Park Blvd will bridge over the KCS tracks and will tie back into existing Spring Creek Dr. just north of SH 78.

KCS requires approval of an Overpass Agreement outlining terms, conditions and obligations of KCS, Collin County, City of Wylie and contractor. Included with the Overpass Agreement are the following exhibits:

Exhibit A: Final Set of Plans for Park Blvd
Exhibit B: Easements
Exhibit C: Preliminary Engineering Services Agreement
Exhibit D: Cost Estimate
Exhibit E: Sample Right of Entry

Collin County is also required to pay KCS a one-time fee of $5,000.00 for issuance of licensure and $218,820.00 for KCS labor costs for staff that will be utilized during construction oversight. Total fee to be paid by Collin County to KCS is in the amount of $223,820.00.

Recommended Action: It is requested that the Commissioners Court
-approve the attached Overpass Agreement and authorize payment to KCS in the amount of $223,820.00 for associated costs.

Request Commissioners Court consideration and any action regarding approval of attached Overpass Agreement 2024-257 among Collin County; City of Wylie and The Kansas City Southern Railway Company (KCS) concerning the overpass across the KCS Railroad as part of construction for the Park Blvd. Project, with an associated cost of $223,820.00. Further, authorize the County Judge to execute the same. ED
