Department Action

I am requesting Commissioners Court approval to extend contract 2020-151, Forensic Testing of Physical Evidence with Armstrong Forensic Laboratory, for a period of 90 days (April 1, 2024 through June 29, 2024). This contract with Armstrong was entered into in order to test controlled substances with funds provided by the District Attorney Testing of Forensic Evidence Grant. The contract will expire on March 31, 2024, but allows for this extension. Lab services are needed beyond the contract expiration because the current grant cycle runs through August 31, 2024, and we have applied for a new grant which would begin on September 1, 2024. Amendments to Texas law have changed the procedure for awarding new forensic contracts from the competitive bidding process to an RFQ process and brought about the need for this extension.
