This is to request Commissioners Court acceptance for the FY 2022 Public Health Emergency Preparedness (PHEP) Hazards contract with the Texas Department of State Health Services (DSHS).

The FY 2022 award is being distributed as an amendment to the existing PHEP grant contract (537-18-0128-00001). The amendment will extend the current contract through June 30, 2022 and provide an additonal $562,786 for the upcoming contract year, which is level funding.  A 10% match in the amount of $56,280 is required for all funds spent and we expect to meet that requirement through in-kind support from exisitng Collin County staff hours.

The purpose of the PHEP Hazard grant is to support public health emergency activities such as epidemiology and surveillance, public health needs in disaster situations, sheltering in place, pandemic flu response, mass fatality and Strategic National Stockpile response, to name a few.  Program funds will be used towards existing PHEP personnel costs as well as purchasing related program supplies.

FY 2022 DSHS Hazards/Public Health Emergency Preparedness (PHEP) Grant in the amount of $562,786 with a required 10% in-kind match of $56,279 from existing county personnel. The total budget, including projected in-kind match, is $619,065. Grant funds will cover personnel and benefits as well as travel, supplies, and other costs including cell phones. Grant period is July 1, 2021 through June 30, 2022.

Grant had been reviewed by the grant review committee as per attached. PHEP grant is meant to support PHEP activities in Collin County such as pandemics including COVID-19 response activities. Federal funds in the amount of $562,786 with a required county in-kind match of $56,279. Grant period is July 1, 2021 through June 30, 2022.
