Information
Department Action
State law requires that each local emergency management program meet certain requirements.  These requirements include maintaining an Emergency Management Plan, conducting/hosting required emergency training for staff, develop and maintenance of an exercise program, and counties must provide for a catastrophic debris program.  Collin County is currently meeting these requirements. The Emergency Management Performance Grant (EMPG) is a program to provide federal funding to the local jurisdictions to develop and carry out emergency management programs. We are requesting permission from the Commissioners’ Court to apply for this grant.  The deadline for state submittal is February 26, 2021. Collin County has received this grant for the last thirteen years.
Purchasing Department Action
Request Commissioners Court approval of application for the FY21 Emergency Management Performance Grant (EMPG) from the US Department of Homeland Security through State of Texas Division of Emergency Management and authorize County Judge to execute certifications for lobbying and non-construction. sh
HR and/or IT Action
Grant funding is sufficient to pay for 50% of current salaries and benefits.
Budget Department Action
FY 2021 Emergency Management Performance Grant (EMPG) Renewal in the amount of $115,281.87 with an in-kind match of $115,281.86 for a program total of $230,563.73. Grant will fund a portion of the Coordinator and Assistant Coordinator’s salary and benefits as well as training. Grant period is October 1, 2020 to September 30, 2021.  
Auditor's Office Action
Grant application has been reviewed by the grant review committee as per attached. Federal funding to pay a portion of the 2 Emergency Management positions salary and fringe benefits, plus training up to the amount of $115,281.87 with a required match of $115,281.86.The grant period covering the salaries and training is 10/1/2020 through 9/30/2021.
