Requesting Commissioners Court consent to obtain Natural Gas Consultant, Tradition Energy to negotiate and procure future natural gas for Collin County.

The current contract for natural gas with GLO will expire May 2022. Due to the winter storm in February 2021, Collin County paid a high natural gas expense in excess of $180,000, which affected the budget greatly, as we were not in a fixed pricing structure. The County currently uses an index plus pricing structure that no longer meets the current needs and is not expected to meet the future needs of the County.

Tradition Energy, a Public Sector Omnia participant, will represent Collin County as an experienced energy consultant for the County’s future natural gas needs. Utilizing Tradition Energy, will allow for the County to obtain and evaluate natural gas supplier pricing in the market, provide a potential cost savings to secure a fixed or index rate; by leveraging the reliability of knowledgeable experts in the field of natural gas procurement.

Please consider the request to use Tradition Energy to procure our natural gas rates and represent Collin County and its citizens. The Facilities Department requests the Commissioners Court to designate someone for contract signing and authorization for any action regarding the consent for natural gas procurement.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding (1) approval to award 2022-232 Comprehensive Energy Consulting and Management Services for Natural Gas through OMNIA Partners Cooperative Contract No. 2018-017 to TFS Energy Solutions, LLC d/b/a Tradition Energy; (2) authorize the Purchasing Agent to execute the Letter of Engagement and Letter of Authorization for TFS Energy Solutions, LLC d/b/a Tradition Energy to provide certain energy procurement advisory services; and (3) authorize Signatory Authority to the County Purchasing Agent and the County Administrator to mutually execute the resulting natural gas contract procured by TFS Energy Solutions, LLC d/b/a Tradition Energy. This will grant authority to the aforementioned parties to act on behalf of Collin County to both review the pricing offers from retail natural gas providers and also to sign on behalf of Collin County.
