Department Action

In 2009, Commissioners Court Authorized Halff Associates, Inc. to develop the Collin County Regional Trails Master Plan. The plan was completed in 2012.

With the large amount of development that has occurred in the past 10 years, the Parks and Open space Board members have expressed interest in updating this plan. The Halff Associates, Inc. representative that lead the effort back in 2009-2012 is still with the firm and is available for the update. Halff Associates, Inc. has demonstrated the ability to provide all services needed for a project of this nature and as such, the Engineering Department has determined that Halff Associates, Inc. is the most qualified firm to provide an update to the Collin County Regional Trails Master Plan.

Action Requested:
It is recommended that the Commissioners Court declare Halff and Associates the most qualified engineering firm to update the Collin County Regional Trails Master Plan.

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval to deem Halff Associates, Inc. the most qualified engineering firm to update the Collin County Regional Trail Master Plan and further authorize the Engineering department to negotiate a scope and fee. MD

Project History:
*Court Order No. 2009-085-02-02 - Court selected Halff Associates, Inc. as the most qualified for the development of the Regional Trail Master Plan (RFQ 10076-09) and authorized engineering to begin contract negotiations.
*Court Order No. 2009-911-10-26 - Court awarded Halff Associates, Inc. the contract after negotiations of the scope and fee.
*Court Order No. 2012-282-05-07 - Court adopted the Collin County Regional Trail Master Plan.

Budget Department Action

Request to deem Halff Associates, Inc. the most qualified engineering firm to update the Collin County Regional Trail Master Plan. After a scope and fee are determined, funding will also need to be approved in order to proceed. Funding is recommended to come from the 2022 Bond Sale for Open Space.
