Department Action

On May 10, 2022, the City of Farmersville passed a resolution requesting Collin County to begin the development of the schematic plans for Segment 2 (from FM 6 to Rockwall County Line) and Segment 4 (from US 380 to FM 6) of the Outer Loop that will connect the industrial areas on the east side of Farmersville to the Rockwall County Line.

On June 6, 2022, Collin County’s Commissioner’s Court authorized the Engineering Department to initiate the development of the schematic plans for Segments 2 and 4 of the Outer Loop.

The development of schematic plans includes determining a final alignment, right-of-way limits, schematic design for the main lanes and service roads, the location of on-off ramps, configuration of future roadway intersections, cross streets etc. Right-of-way documents will also be prepared enabling us to proceed with parcel acquisition.

The end product will result in a plan set that will allow us to be proactive, and not reactive, as future construction and development occurs along the Outer Loop corridor.

Attached is a proposed “Request for Qualifications” (RFQ) to solicit statements of qualifications from engineering firms interested in providing schematic design services for the section of Outer Loop on Segment 2 (from FM 6 to Rockwall County Line) and Segment 4 (from US 380 to FM 6). We feel this work could be done by either one firm or two firms. It might get the project done sooner with two consultants, however there is the potential for confusion with two public participation efforts at the same time. We plan on making a recommendation as to one or two firms when we bring the recommendation for a firm or firms with which to negotiate scopes and fees.

Recommended Action: It is requested that the Commissioners Court authorize the publishing of the attached RFQ for engineering services for Segments 2 and 4 of the Outer Loop.
