Department Action
The Juvenile Probation Department respectfully requests commissioners court consideration and approval to apply for a grant through the U.S. Department of Justice, Office of Juvenile Justice & Delinquency Division.  If awarded, grant funding will be used to support the department and juvenile court’s collaborative, evidence-based specialty court program called GEMS (Girl’s Empowerment, Mentoring, and Support) to pay for program and/or activities, JPO, equipment, furniture, outpatient and inpatient clinical services for program participants.  The maximum award is not to exceed $524,178.94 and does not require a county match.

Request Commissioners Court consideration and any action regarding approval to apply for US Department of Justice 
Girls Empowerment Mentoring Program in the amount of $524,178.94 with no County match required. Grant period is 10/1/2023 through 9/30/2026. gz
HR and/or IT Action
Girls Empowerment Mentoring Program grant will cover the cost of a Juvenile Probation Officer (increase to headcount of 1) over 3 years. Estimated cost for the 3 years for just salary and fringe totals $245,480. Total budgeted for grant sufficient. Grant period is October 1, 2023 - September 30, 2026.
 
Budget Department Action
FY 2024 Girls Empowerment Mentoring Grant Program Application in the amount of $524,178.94 in federal funds with no county match required. Grant funds to cover one (1) position (addition to headcount by 1) funded at 100% as well as operating costs including counseling services, furniture, equipment and supplies. Grade, title and salary of positions are subject to HR approval upon grant award. Grant period is October 1, 2023 - September 30, 2026.
 
Auditor's Office Action
Grant application has been reviewed by the grant review committee as per attached. The program will reduce recidivism and improve public safety by helping reinvest resources that empower girls in the juvenile system and at-risk girls with the skills needed to lower engagement in risky behaviors, and further their own personal development. Federal funds in the amount of $524,178.94 with no required county match. Increase by 1 headcount. Grant period is 10/1/2023 through 9/30/2026.
