Department Action

A “Call for Projects” was announced last May for cities to submit projects to improve thoroughfares in their city. 23 projects were submitted by 14 cities totaling over $96M in requests. The County allocated $24M in the 2018 Bond Program to award for such projects in this second call. The Engineering staff has evaluated the projects based on the criteria in the call. Attached is the list of the projects that are recommended, including the average scores and the amounts.

We are recommending awards for seven projects. The last two projects tied in their scores but ran the total to $29,400,288, which is $5,400,288 over the $24,000,000 that was allocated. Since the last two tied, we decided to attempt to find additional funding so that both projects could be awarded. After extensive review of all the bond project accounts in the 2003 and 2007 bond programs, we were able to identify enough money left over from finished projects to be able to fund the $5.4M needed to cover the costs of all seven projects. The $29.4M in awards will leverage $69M in total project value (with the cities’ contributions).

If the Court approves these awards, the Engineering staff will notify the cities and begin the process of creating ILAs with them. Those agreements will be brought back to the Court for approval.

Recommended Action: It is recommended that the Commissioners Court approve awarding the amounts to the cities in the attached chart and approve the budget adjustments to fulfill the funding recommendations.

Budgeted funds available in the amount of $29,400,288 for the 2022 Proposition B City Project Recommendations. The County allocated $24,000,000 for City Projects in the 2022 Bond Sale. The additional $5,400,288 being awarded will come from completed transportation project savings. Budget Adjustment in the amount of $29,400,288 is included to fund the recommended projects.
