Department Action

The City of Farmersville passed a resolution on May 10, 2022, (attached) requesting that Collin County begin development of the segments of the Outer Loop that will connect the industrial areas on the east side of Farmersville to IH 30 in Rockwall County. The initial work on these segments was programmed into the County’s 2018 Bond Program. The bonds have already been sold to develop a schematic and do environmental studies. Bonds for right-of-way acquisition are scheduled to be sold in 2023.

Although there has been some discussion about the possibility of adjusting the alignment of the Outer Loop north of US 380, it is expected that the alignment south of US 380 will remain very close to the alignment currently shown on our current Thoroughfare and Transit Map. The next step in development of the Outer Loop would be to develop a schematic and conduct environmental studies to “fine-tune” the alignment, taking into account development, major utility corridors and environmental factors.

If the Commissioners Court concurs, the Engineering Department and the Purchasing Department will develop a Request for Qualifications to solicit interest from engineering firms with this kind of experience.

ACTION REQUESTED: It is recommended that the Commissioners Court authorize the Engineering Department to initiate the development of Segments 2 and 4 of the Collin County Outer Loop (US 380 to the Rockwall County line) and to coordinate with Rockwall County to extend the Outer Loop to IH 30.

Purchasing Department Action

No action by purchasing at this time. Should Commissioners Court approve to move forward, a Request for Qualifications (RFQ) for the schematic design and environmental investigations will be brought to a future Court for approval to advertise. MD
