Department Action

The allocations planned for the 2018 Bond Program included $60 million for thoroughfares in cities. $36 million was awarded to six cities in 2020. $24 million is now available to be awarded to cities for thoroughfare improvements.

Attached is a proposed “Call for Projects” that explains a basis for award and schedule for the process. The Engineering staff proposed that the criteria from the first “call” be adjusted somewhat. The first call had a heavy emphasis on relief of congestion. However, there were not many projects that were proposed that had heavy congestion.

This time we propose to use criteria that is similar to that which was used in previous “calls” for the award of RTR projects and the 2007 discretionary bond funds. The following are the proposed criteria

Safety
County-side significance
Relief of congestion
Emphasis on smaller amounts of funding to attempt to spread the funds as far as possible
Emphasis on early start dates for construction
Economic development
Emphasis on not already having other 2018 County bond funds awards
The priority of the city if the city submits more than one project

ACTION REQUESTED: It is requested that the Commissioners Court approve a “Call for Projects” and a schedule for submission and award of funding from the Collin County 2018 Bond Program to be sent to all Collin County cities.
