Department Action

Park Blvd. from FM 1378 to Parker Rd is currently a 2-lane concrete roadway. The City of Wylie will be managing the project to widen it from a 2-lanes to a 4-lane (ultimate 6) concrete roadway. There is a portion of this project that is located in unincorporated Collin County from N. Westgate Way to Parker Rd. The City of Wylie is seeking assistance with the funding of the engineering, right of way document preparation and construction in the amount of $1,378,554. This is approximately 32% of the total project cost. The County would be responsible for the actual right of way acquisition for the unincorporated parcels. We believe the project will only impact two (2) parcels on the south side of the existing Park Blvd.

The county is currently finishing up design for Park Blvd. that will run east from Parker road to SH 78. It is also being designed as a 4-lane (ultimate 6-lane) project. Once this project is complete, and with the addition of these additional lanes on Park Blvd heading west from Parker Rd, there will be a continuous 4-lanes (ultimate 6-lanes) from SH 78 to Country Club where it turns into McMillen Dr. The City of Wylie is also under design for the widening of this roadway from FM 1378 (Country Club) to E. of McCreary. With that widening project, there will be a continuous four to six lanes from SH 78 to US 75.

There is funding available in the 2007 Bond program Discretionary account RI070000. A budget adjustment would be needed to move the funding into this new project code.

ACTION:
We request Commissioners Court consider approval of:

The Interlocal Agreement with the City of Wylie for New Bond Project RI070076. Park Blvd. from FM 1378 (Country Club Rd.) to FM 2514 (Parker Rd.). Collin County Not to Exceed participation is $1,378,554 and authorize Judge Chris Hill to sign the ILA.
Budget Adjustment to move $1,378,554 from Account RI070000-4213-750300013-698801 to RI070076-4213-750300013-809280

Purchasing Department Action

Request Commissioners Court consideration and any action regarding approval of an Interlocal Agreement between Collin County and the City of Wylie concerning Park Boulevard (FM 1378 to FM 2514) for the design of two (2) concrete lanes of an ultimate four (4) lane divided arterial from FM 1378 (Country Club Road) to FM 2514 (Parker Road). Further, authorize the County Judge to execute same. MD

Collin County's participation is a NTE $1,378,554.00.
