Department Action

Commissioners Court approved the Purchasing Department to solicit engineering firms’ qualifications through the above-mentioned Request for Qualifications (RFQ) on June 6, 2022. Ten (10) submissions were received by the November 17, 2022 deadline.

Based on the initial scoring by Collin County staff, the top three qualifiers were then asked subsequent, further explanation questions by interview, and the submissions were re-evaluated.

Collin County staff feels confident in the high scoring firm and requests Commissioners Court Authorization to begin negotiations on scope and fee.

ACTION REQUESTED: It is requested that the Commissioners Court authorize the Purchasing and Engineering Departments to negotiate the scope and fee for the development of CCOL Schematic of Segments 2 & 4 from US 380 to the Rockwall County Line.

Request Commissioners Court consideration and any action regarding approval of the most qualified firm for RFQ 2023-083, Professional Services, Engineering, Collin County Outer Loop (CCOL) Segments 2 & 4 from US 380 to the Rockwall County Line, as determined by the selection committee, and approval to begin scope and fee negotiations for preliminary engineering services for development of a schematic design layout. The negotiated scope, fee, and contract will be brought to a future Court meeting for consideration and approval.
