 HISTORY OF THE PROGRAM
In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering Group, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted the first Storm Water Management Plan and Notice of Intent (NOI) to the Texas Commission on Environmental Quality (TCEQ) on February 11, 2008.

In July 2019, we submitted our Third Term Program Renewal to TCEQ, which extended our permit for another 5 years.  

PRESENTLY
The second year of the most recent permit term (Term 3) was from January 1, 2020 to December 31, 2020. The Engineering department staff has monitored the 2020 activities with the help of other county departments. With the help of Jacobs, we will prepare the 2021 report that details the year 2020 activities and submit to TCEQ by March 31, 2021.
 
Total cost for the proposed engineering consultant services are $30,072.00
 
The Term 3, Year two report (2021 report for Year 2020 activities) will be brought back to court for approval and subsequent submittal to TCEQ.

We request that you consider approving the contract amendment #14 with Jacobs Engineering for support services of the Collin County Storm Water Program (2021 Report for the Year 2020 Program Activities)  
 
Purchasing Department Action
Request Commissioners' Court consideration and any action regarding approval of contract Amendment No. 14 with Jacobs Engineering Group, Inc. for Phase II support services of the Collin County Storm Water Program, AGR 12179-08, for the amount of $30,072.00. The Engineering department will coordinate with the consultant to complete the Phase II 2021 Annual Report and related activities, SWMP revision and permit renewal. Further authorize the Purchasing Agent to execute the contract amendment. md
