Department Action

Collin County is in the process of acquiring right-of-way for the extension of Park Boulevard between F.M. Highway 2514 (Parker Road) and State Highway 78.

The roadway alignment crosses NTMWD’s main treatment facility tract in Wylie. The County will need to acquire right of way as well as a temporary construction easements and permanent drainage easements.

The attached Park Blvd. Land Acquisition Table outlines the needed ROW (Ex. A), Temporary construction easements (Ex, B), and drainage easements (Ex. C) as well as ROW that was previously acquired for Park Blvd. that the county no longer needs (Ex. E) “Prior Right-of-Way Alignment”. The property and easements to be acquired were appraised at $291,788.00. The ROW that is to be abandoned was taken into consideration into the overall acreage and appraisal costs.

The NTMWD is designing the McKinney Delivery Point No. 3 and No. 4 pipeline in which the district will need easements from the county (Ex. D). This easement was appraised at $80,888.00.

In order to facilitate both projects, we have included the land transactions in this ILA and The total payment to NTMWD shall be $291,788-$80,888 = $210,900 being the difference in the ROW costs for Park Blvd. and the easement cost for the McKinney Delivery Point 3 and 4 pipeline.

ACTION:
We request consideration of the attached ILA with NTMWD concerning the construction of Park Blvd. extension and further authorize Judge Hill to execute the ILA and any documents related to the land transactions.
