Department Action
In 2008, Collin County initiated a project to develop a Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule.
 
In June 2019, we submitted our Program Renewal to TCEQ which extended our permit for another 5 years or into Term 3. This new permit will expire in 2023.
 
Each year we prepare a report for the TCEQ that details the previous year’s activities. The attached report outlines the activities completed in 2020. The report was due to TCEQ on March 31, 2021. The report and backup documentation has been signed by the Judge and sent to the State and local offices for review and approval. Included in the report were several Notices of Change (NOC). The NOCs are due to decreased activity related to the COVID-19 shutdowns. The NOCs for the affected activities are outlined below.  
 
  1. Public Education and Public Involvement. (PE/PI-1), Promote Earth Kind Landscaping – Met goal in 2020 but NOC needed for 2021 since the Garden Show is cancelled this year.
 
  1. Public Education and Public Involvement (PE/PI-5) Collin County Adventure Camp – Did not meet enrollment goal that we stipulated in the program for 2020 due to Camp shutdowns. NOC needed for 2021 to reduce the student enrollment goal based on continued decrease in registration for 2021.
 
  1. Illicit Discharge (ID-9) Proper Pet Waste Disposal – Meetings associated with implementation plan delayed a year due to COVID-19.  NOC needed to shift 2020 goal to Year 3 (2021).
 
  1. Good Housekeeping (GH-7) Use of Licensed Applicators for Herbicides – Goal was to maintain 3 employees with licenses. Public Works was unable to fill a position in 2020. We will change the goal moving forward to read that we will retain 2-3 employees as licensed applicators to allow for flexibility and to avoid NOCs in the future.
 
  1. Good Housekeeping (GH-8) Spill Prevention Training – Public Works was unable to hold a training in 2020 due to COVID-19. The goal is to hold a training in 2021.
